Failure to release Form 990s hurts ratings

Greater Europe Mission (GEM), headquartered in Monument, Colo. recently saw its Ministry Watch donor confidence score fall from 65 to 60 because it only has two 990s available to the public.

The organization, which petitioned the IRS to be reclassified as a church, usually releases audited financial statements in lieu of making 990s available to the public. The two available 990s are also not available on its website, but can be found in the Guidestar database.

GEM is a missionary sending organization that works in multiple countries across Europe. Its mission is to “reach Europe by multiplying disciples and growing Christ’s Church.”

According to its website, “most European countries have a population where less than 3% claim a relationship with Jesus.” Missionaries working with GEM are involved in various ministries, like church planting, biblical education and refugee programs.

In 2023, GEM brought in revenue of $29.8 million.

Its overall financial efficiency rating is 2 stars and it ranks 108th out of 143 ministries in the “Foreign Missions” category. In 2022, the organization spent 19% of its revenue on “general and admin” costs, and in 2023, 11%. In comparison, the median for organizations in its sector is 8%.

The organization also has $16.5 million in net assets.
