MinistryWatch 1000 Database: Foster Care and Adoption Ministries

Olive Crest was again the largest in the Christian adoption and foster care realm.

Our second list for the month of April includes all of the adoption and foster care agencies from the MinistryWatch 1000 database.

While these 49 agencies may conduct other activities, we include them in this category if their primary mission and activities involve adoption and foster care. This is the second time we have published a list of the adoption and foster care agencies in the MinistryWatch database, so we have included last year’s ranking for most of the ministries. We added seven ministries to this category over the last year.

The ministries are listed in order of total revenue from largest to smallest. The sum of revenue for all of the ministries is nearly $686 million. Of the adoption and foster care ministries in the database, 12 received government grant money totaling about $60 million.

The list also includes each ministry’s Financial Efficiency Rating, Transparency Grade, and Donor Confidence Score along with the last year it filed a Form 990 with the Internal Revenue Service (IRS).

The largest recipient of government grants is also the largest ministry on the list: Olive Crest. It had annual revenue of over $89 million, and received over $40 million in government grants as reported on its latest Form 990 filed with the IRS.

Olive Crest ratings from MinistryWatch fell since last year; it now receives 3 out of 5 stars for  financial efficiency, But it still has an A Transparency Grade and a Donor Confidence Score of 95 out of 100.

Lifesong for Orphans is second on the list with nearly $43 million in revenue. It has an A Transparency Grade, a 4-Star Financial Efficiency Rating, and the highest Donor Confidence Score of 100.

New additions to the list over the last year include Baptist Children’s Homes of North Carolina (No. 3), Presbyterian Children’s Homes & Services (No. 6), Burlington United Methodist Family Services (No. 11), Boys and Girls Country of Houston (No. 29), The Forgotten Initiative (No. 47), Kidstown International (No. 48), and HopeHouse International (No. 49).

One of the biggest movers up the list was Arrow Child & Family Ministries, which moved from No. 27 to No. 19. Its total revenue increased by nearly $5 million from $8 million in 2024 to $12.7 million in 2025.

Several ministries on the list have Donor Confidence Scores of 100. Only one—4Kids of South Florida—does not file a Form 990 with the IRS and is designated by an asterisk because its most recent financials were taken from its profile with the Evangelical Council for Financial Accountability.
