The MinistryWatch database’s mid-July list features the 50 largest rescue missions and homeless shelters by total revenue. The information in this list is accurate based on the database information as of July 14, 2026.
The category includes 23 additional ministries that were entered into the database in the past year, increasing the total from 143 to 166. Combined revenue for the ministries also grew from $1.6 billion in 2025 to $1.98 billion this year.
The total revenue for each ministry is generally taken from the Internal Revenue Service Form 990. For ministries that don’t file a Form 990, MinistryWatch gathered revenue information from the ministry’s website or their Evangelical Council for Financial Accountability (ECFA) profile. These are designated by an asterisk.
Once again, the largest is Hope of the Valley Rescue Mission in Mission Hills, California. It reported more than $85 million in revenue, but that is down significantly from its $119 million reported last year. About 85% of that revenue — $72 million — came from government grants, according to the group’s Form 990. The year before it reported receiving $102 million in government grant money.
Union Rescue Mission in Los Angeles rose from fifth place last year to second place this year. Its revenue of $68 million is up from about $46 million last year. It also reported receiving government grants, though they only accounted for about $576,000 of its revenue, down from about $3.4 million in grants last year.
A couple of ministries fell off this year’s list. Star of Hope Mission, ranked 11th by revenue last year with $26 million, reported $11.7 million this year. Charlotte Rescue Mission, ranked 25th last year, saw revenue decline by about $8 million.

Eight ministries in the top 50 stand out with the highest Donor Confidence Score: Denver Rescue Mission (#3), Rescue Mission Alliance (#9), City Union Mission (#19), Bethesda Mission (#21), Central Union Mission (#24), Redwood Gospel Missions (#30), Waterfront Rescue Mission (#37), and Lifepath Christian Ministries (#43).
