MinistryWatch 1000 Database: 50 Largest Foreign Missions Organizations

Pioneers remains the largest organization by revenue; many of the ministries fail to file a Form 990.

Below is a list of the 50 largest foreign missions organizations by total revenue from the MinistryWatch 1000 database.

The total revenue for all 50 organizations exceeds $1.3 billion. The largest organization is again Pioneers with $88.5 million in revenue, down slightly from $88.8 million in 2025. The smallest group on the list is World Outreach Ministries with $11.7 million in revenue.

None of the five largest ministries on the list files a Form 990 informational return with the Internal Revenue Service. Pioneers, Ethnos360, Reliant Mission, OneHope, and SIM USA have sought to be classified as a church by the IRS and don’t file the return.

The form includes such information as annual revenue, salaries of key employees, names of board members and large contractors, and the amount of money the organization spends on its core mission. It also provides details how much an organization spends on administrative and fundraising. This information is valuable to donors wanting to assess the effectiveness of a ministry; therefore, MinistryWatch takes the position that ministries should complete the Form 990.

MinistryWatch updated the revenue information for ministries who don’t file a Form 990 with information from the Evangelical Council for Financial Accountability (ECFA) or from their own website. Those ministries are denoted with an asterisk.

Only three ministries on the list reported receiving government grants. World Help received $8.8 million, the Luke Commission received $6.6 million, and Mission of Hope Haiti received $510,000.

Several ministries are new to the top 50 list this year: Central Missionary Clearinghouse, World Venture, World Gospel Mission, Joshua Fund, Modern Day Missions, Score International, Slavic Gospel Association, HeartCry Missionary Society, AMG International, and Adventures in Missions.

SIM USA was seventh on the list in 2024, but because it doesn’t file a Form 990, its updated revenue was missed on last year’s list.

In addition to the name and revenue, you will also find MinistryWatch’s Financial Efficiency Rating (1 to 5, with 5 being the highest and 0 indicating they don’t file a Form 990 or have a negative net worth),  its Transparency Grade (A, C, D, or F), and its Donor Confidence Score (up to 100).

We have not included missions organizations associated with denominations. If you have questions about your own denomination’s missions organization, you can and should be able to get financial information through your denomination.

In the past, this list has been combined with bible translation organizations, but we now produce a separate list of the largest bible translation groups in mid-May.
